comparing values with monthend

I have a doubt with this pls clarify me

I have an table

Date               Name              MTD

18-Oct-13   B        -4

30-Nov-13   A        1

31-Dec-13    B       5

1-Jan-14    B       3

I want compare only bold values which is month end date and want produce maximum value at the expression

in that where MTD is a expression.

Result which I expected is
