Can you provide Date field values. Atleast 10 values

did you try using quotes around your date?

Cast(REcord_UpdatedDateTime  AS DATE) >= CAST('2017-04-17 08:17:11.00'  AS DATE)

AND

CAST(REcord_UpdatedDateTime AS DATE) < CAST('2017-04-17 08:17:11.00' AS DATE)
