question about webticket and Grouplist node

Can someone explain to me what is the purpose of putting GroupList nodes in the Webticket request is? on the forum i found an example what this an be used for Section Access. But besides that, why add Grouplist? is this really needed? And what is there difference between GroupListIsNames = True or False.
