should display a message

Can anyone tell me how can i make a message in image.

My Report contains ScatterChart with an image please view below image.

My Requirement is if group of defects displaying in same place, then it should display warning message with "Occuring more Defects in same place".

And condition is "if(numofdefects>25)"

Please can anyone help on this.
