You can create number formatting on a Master Measure definition.

You can do the same at more granular per-chart object level, per individual measure.

To aid consistency across an app - can a default number format be added in the app overview options that would supercede the above ?

As an example, if my app is always displaying numbers to two decimal places I should be able to do that just once.
