Flat to XML with multiples loop in same level

Please, we need to create a mapper to convert Flat to XML with multiple loops at the same level. I attached the example that I am trying to do.

The input here contains rows of different countries and their languages and cities.

I think you need to use a 1st map to group countries to the output then a 2nd map to distinct languages and cities of each country.
