Counting the value on Quarter basis

Hi all,

I am using the following formula for counting the equipment for a year:

Sum({<Equipment_isSMA_Upgrade_Eligible={1},Flag={2},MonthYear=>}if(Equipment StartYear<=Report_Year ,Equipment Count,0))

But i am not getting right value when i am selecting the quarter year in calendar ?

Flag {2} is a filter for a particular table. Any help i should change in formula so that i can have the right values 

Dimension used in chart :Report_Year

Report_Year is not having any calendar.

So, without selection everything looks good? Only when you make selections you see a problem? Also, what is the expected number and what do you really get? Would you be able to share a sample to look at this?
