In order to load local shapefiles, you need to install Geo Analytics Plus

Hi ,
you download it from the Qlik download site,
you'll find it in the Qlik geo-analytics section
then you just install it, no license needed it gets the license from the Qlik geo-analytics
you should see an option for Plus when you create a new geo-analytics connection after the installation

Yes, you need Java locally,
short explanation:
when you use Qlik Geo analytics- the calculations are done in Qlik cloud Geo Analytics engine, this is the reason why you can't load local files.
When you install Plus - you install a version of the Geo analytics engine locally, the Geo Analytics engine needs Java to run
