Is there a way multiple developers can work on one app? Right now, User A does the Make Private-Modify-Make Public dance on a sheet they own. But if User B wants to modify the same sheet AFTER User A, they have to duplicate. Then when they publish, there are TWO sheets, one from User A, one from User B.
