I am trying to make a bookmark as an expression.
Into a list just write simple expression =[Date]=today()-second(now()) and save it as with this settings:
The thing is that the bookmark saves date as a static value but I need it to be a dynamic.
Am I missing something?

I remember an issue with storing search expressions in bookmarks when the search returns only one value.
You could manually edit the search expression in an exported bookmark (xml) and reimport it as a workaround.
I'll try to find a description of this issue.

Seems to work for me after repeating your steps.
Have you tried to use the Bookmark?
Do the date value change when you choose the Bookmark?
Not with your original file because it selected a constant value.
But I just replicated your search, checked that current selection status showed the search and recreated the bookmark.
As I said, it seems to work for me, and it is selecting different values when time changes.

Yes, I think Marco is right, that might be your issue.
I remember I had similar issues in the past:

Looks like you are running 11.20.12904.0409, so you might experience exactely what Marco referenced above.
Seems like it works now in QV12 IR, it stores the search correctly in the bookmark and the search returns different results over time:
