Correct. The QVPR contains the entire Publisher Task database if you keep it in XML format (otherwise it will be stored in an RDBMS but I do not think that option exists if you don't have a Publisher license). The run-time instances and history are created in the DistributionService folder, but QVPR is the reference copy.
If you want to copy your task database to another machine, zip the xml files and unzip them in the same place on the new server. This process has been documented before in multiple related discussions. Shouldn't be too difficult to find.
