Since my new laptop yesterday where Qlikview 12 is installed I suddenly can no longer see the dashboard data. I can still access the file but all related tables are "crossed out"

I think the problem could be I am running a "Personal Edition" version; All I create myself and update works fine but no one else is able to see it; Even when I login with another laptop the data becomes crossed out; so could it be my license restricts me ??
There are various reasons possible, like a different release as before and running now into any incompatibility or not enough hardware ressources or missing default filters or any section access (restricting parts of the data-set). Probably some more ...
I would try to reduce the data-set for the views by any selection, maybe a single date/customer or similar. The next would be to create a new empty sheet and adding there a few list-boxes + one or two table-boxes to see which data are really available or is anything important be missing / not valide.
If this didn't worked I would create a complete new application with some dummy/test data and testing there the behaviour of all visuals. If it worked with the new apps and also by loading the origin data-set but not with elder applications it would be a hint for an incompatibility. Helpful might be also to de-install QV and installing it new - and taking also a look for the settings.ini and could they be accessed and be changed (it might be restricted by any group policy).

IMO it's not a matter of the licence because the licence controlled the access to the app itself and not the data within the app.
The personal edition tieds an app to the creating/changing user + machine and is restricted to (global) 4 updates which are needed for the usually rare cases of a new hardware or other important exceptions and the restore-key measurement should never be apllied carelessly. This means the personal edition has no limitations unless the possibilty to share the apps - it's really for a personal usage only.
