Virtual server not distributing jobs across 2 job servers

We have 3 job server, deployed. Created virtual server and added all 3 job servers in same virtual server. But job distribution across all 3 job servers is not happening. If we allocate manual jobs load on server can be seen.

please help to check why jobs are are not distributed evenly among all job server in same virtual pool.

Also guide how can we check load on all 3 job servers.
