you are using a certain number of users, but your license allows fewer

Hi All , 

  I am getting this issue, we had 11 licenses , 3 expired but we did not deactivate them.

But now we cannot login into TAC , everyone is blocked out.

We get error message on TAC login screen itself , what can be done now ?
