As explained on Qlik.Help Qlik SaaS - "Managing Alerts'
"As a tenant or analytics admin, you can manage all alerts created in the tenant. However, only tenant admins can enable alerts in the tenant."
How does it applies when it comes to an OEM Multi-Tenant setup ? Who's the tenant admin ? (A) the End-Customer or (B) the OEM Development Team ?
- If option A, does it implies that each end-customer needs to have at least 1 QSE Professional access by tenant ?
- if optoin B, I assume the end-custome rwill not have the possibility to create their own alerts ?

the role of tenant admin is not related to licensing. It's a role within the tenant that can be assigned to one or multiples users.
A tenant admin doesn't need to have a Professional License assigned, exactly as a Professional User doesn't need to be a Tenant Admin.

The tenant admin will enable alerts globally on the tenant so that users can setup their own alerts. It won't have to be anyone from the customer, if you don't want to give them admin access to the tenant. It can be someone from the Partner.
