100% stacked bar chart Y axis with Auto Range goes to 150%

All my values correctly total 100% for all bars, but my Y axis has extra "headroom" - it goes up to 150%.

My measure: Sum($(vActionType)) / Sum(TOTAL<State>  $(vActionType))

does yield the proper range when I turn off Auto Range and explicitly set Min->Max to 0->1.

However I have an alternate measure not formatted as a %, so I need to rely on Auto Range.

Some other things I've tried:

• my number format is Simple, with whole number %
• my Y axis Scale is set to Narrow (if I set it to Medium or Wide, the Y axis goes up to 200%)
• Include null values is off for both of my dimensions; there is no Limit on the dimensions

Any thoughts?

I think it could be resolved by setting Max or Min/Max Range.
