Bar labels and y-axis has different number formatting

The graph below shows interval values (bars) and percentage values (line). I am struggling to change the number format of the bar labels to display the interval values such as on the pop-up and on the left y-axis. 

because I toggle between two measures(one being integer values and the other being times)the values are imported from variables already formatted to be interval values, while the measures of the graph are set to auto.
