Create Bubble Chart - with 2 dimensions and 1 measure

Hello - Good Evening!

I have 2 dimensions and 1 measure - dimensions are weeks and work streams.  Measure is a count of activities by work stream by week. 

How do i show weeks as the x axis, work streams on the y axis and bubbles of different sizes and colors to show the measure?

I tried the animated bubble chart extension, but it needs 3 dimensions and 3 measures.
