Disable or Turn Off 3 Dots (Download Data)

Is there any way to turn off the 3-dots on a particular element on a sheet? As you can see in the attached screenshot, there are three of these one right above the other (which is confusing to users), and the two uppermost aren't even anything anyone would likely ever want to download.

you can disable the 3 dots by simply checking the turn off hover menu
