Expand row if value is NOT NULL

I'm looking for a certain type of script within an expression. 

I want the value to be included, only if the value is NOT NULL.

So for instance, I don't want the RED row 1171798 | 1000164 to be expandable since the row/value below is NULL.

If there is a value/row available, I DO want option that the row is expandable. See the green rows below.

The option: "Include NULL-values" is not an option, since I still want row 1171798 | 1000164 to show.
