Extension to freeze top row/banner and include filters

Hello, I have been utilizing the dev-hub more often and in need to create a top banner that is frozen at the top with filters. 

I want to create an extension that overlays Qlik out of box filters at the top. Image below of what I am trying to replicate. This way, users can explore visualizations by scrolling, while the filters at the top stay frozen. I wanted to check with you all to see if this is even possible and if so, any documents/material for guidance is greatly appreciated!
