How to create moving note in Dashboard

Hi Team,

Can any one please guide how i can create a note in a dashboard which is moving. If i want to create a note like 

" Down time of dashboard is from 11 AM to 12 PM on 2nd April"

i am using custom banner messages for that.

If you are in Qlik Cloud it is quite easy - go to the Administration Hub >> Settings.

Qlik On Premise (I think since 2024) has banner messages too.
