How to do conditional background color of a field on a straight table with comparing the value

Hello Experts,

As you can see in the table below, the same name is written on 2 rows. The first row shows the expected values for the name, and the second row shows its current level.

In the columns on the right, ratings are made according to different topics.

How can I make the conditional background color of topics depending on the same name with comparison btw required & current level?

In the current situation, it can only give color according to a certain value and this is the same for all names. As you can see from far right column, it fails.

expression of the right end column: if([OTONOM BAKIM]>2,green(),red())
