I've loaded csv's with semicolon as filed separator, dot as thousand marker and comma as decimal separator, that's the common format in Spain.
MAybe your issue is with data manager, that it doen't asks for the file format, if you enter script editor on the right you'll have access to your data files, try selected ther your file and a dialog will show requesting for file format.
Also in the main sheet there are initial variables ofr number, money and date formats, you can also change them to match the file formats.
