Milli - to the power of...is there an easy way to remove this?

Hi everyone, 

I'm getting a bit stuck with some auto-formatting on my Climber KPI...does anyone know of an easy way to stop it formatting the way it currently is in the picture? 

Essentially I'd rather see the tiny percentage instead of 10 to the power of -3 in a scientific symbol.

Try this 

Num(YourMeasure, '#,##0.000%')

Or 

If(Abs(YourMeasure) < 0.0001, '<0.01%', Num(YourMeasure, '#,##0.00%'))

Sadly I had already tried that and I can't get the formatting to change at all!! Thanks for taking the time to look though.
