Multi KPI does not have conditional formatting option - Sept 2019 Release

According to the September 2019 Release Notes, this was fixed though i only see a toggle button in edit mode to turn on the conditional formatting option, though no where to enter my formula. Am I missing something????

same version of server and only the toggle button...
