Pivot with two same dimension

Hello,

I have a table Year Month, Bucket and proposal_id .

I am trying to build a pivot table with 2 dimensions in it. One with Bucket for current year and second dimension with last year .

I am not able to get the desired output as seen in the attached excel sheet.

Need your help to define the dimensions/ expression to get this output.

This output is for prev(Feb 19 )and current (feb20 )

basically i want show count of proposal_id in pivot table  One with Bucket for  current year  and second dimension with last year.  

All previous year proposal_id count with  current year  all possible count of  proposal_id .
