Is it possible to give a developer the data connection, publish, ability to add to a stream and then schedule the app? Nothing else, just those 4 things?

I have developer that I would like to give only specific areas of access to. All the admins give them too much.

Can you give me the steps or point me to the steps? I am reading the security setup rules but not understanding fully.
I could give her the developer admin but I don’t want them to be able to get to users and so on.
