we have a requirement to have users create sheets and use master items (visualizations) on their sheets. But we dont wantto have performance impact by doing that as we may have over 100 users.
is there a way to restrict how many sheets or objects a specific user can create using security rules ?

Security rule only manage the user access but not to limit the number of app objects to be created.
The performance will only be impacted for the concurrent open apps. To find out which app causes the performance downgrade, the best way is to utilize the telemetry dashboard. Please refer to https://support.qlik.com/articles/000044757.

I am not clear about this statement ' performance will only be impacted for the concurrent open apps', lets says every user created 3 sheets .. there will be over 300 sheets created by users .. when a specific user opens the app, doesn't that impact the load time (not reload time) ? Do you have any technical documentation that clarifies how user sheets are maintained behind the scenes to avoid performance impact.
