Selections are defaulting in (and stuck)

Hi,

We have noticed that we have some applications in sense where there are selections that are "stuck" - for all users opening the application these selections are always applied no matter what.  It doesn't seem like this is a feature though, as we can't find anything in the help about this. 

We tried the following:

     Having users sign out of sense and sign back in (this happens for all users)

     We tried editing & re-publishing the application (no change in behavior)

     We tried using incognito mode in chrome

Has anyone else experienced anything similar?
