Setting Stream Order

Can someone tell me how the stream order is set in Qlik Sense?  In our Test environment we are in order 1, 2, 3...

But in our Production environment the same streams are 3,2,1...

How does it work so we can make them match?

It's confusing for people who work in both environments.
