Sorting Bar Chart by multiple Dimensions and then Measure

I have a chart that has Sales by Sales office by Quarter and would like to show the Washington Sales Office first in the chart each quarter regardless of it has the most sales so that each quarter there are 4 bars with Washington on the left and then the next 3 sorted from most to least sales. Is there a way to do this?

The first screenshot is correctly sorted by sales but Washington is not always first. And the second one, the sorting is global so the Sales office are sorted by total sales and not by sales each quarter.
