Specify Top values by dimension

I have a data set effectively made up of Pass/Fails and we report the % .

These are split by many dimensions such as region/sub region 

If i want the top value only for that dimension how would i do this? then again if i only wanted the second value ect...

e.g. Top region = East - 90%. 2nd top region = West, 89%.
