Can you elaborate little bit more.. like new environment means (Qlik cloud) or Same qlik sense on other Windows machine (can be onprem or cloud)?

I will suggest just migrate it by following below process.

https://community.qlik.com/t5/Support-Updates/Qlik-Sense-Migration-Migrating-your-Entire-Qlik-Sense/...

Initially no need to give access of that server to other users.. Do testing of all data connection & Task scheduling. & once everything is working fine start giving access of that to other users too for testing.

Note: Just make sure you are following all Qlik Hardware & Software Prerequisites.

I test data connections by reloading all of the apps after migration. If all apps reload successfully just like they did on the original server, then all data connections that are used by apps during scheduled reloads work. If some apps fail to reload, then you likely have a data connection issue.
