ToolTip - Table chart in map chart as point

Hello,

I have map chart that's contain Tooltip as a table, Actually i faced issue for the table size.

it's too small, also just view when I hover on point layer , so How can I edit the tooltip size and add scroll feature? also is it possible to make it static till the user close the Tooltip?

when I hover over the point, it will display the below ToolTip:
