Victoria Day - How to date calulate

I am creating a master calendar with holidays and am looking at how to determine the date for the following:

Victoria day is the Last Monday preceding May 25.

I am trying to determine this in a LOAD statement.

I can already do fixed dates shifting to a weekday from a weekend and floating dates such as 3rd Monday in June etc, but this one is stumping me.
