When Is Set Analysis Not Appropriate?

I've seen posts talk about how set analysis evaluates "once per chart" and not per dimension value. Can someone please elaborate on this? Trying to think in what situations is set analysis impractical. I do try to use set analysis as my default way of filtering in an expression, but I've seen cases where set analysis does not do the filtering I expect. I think it has something to do with the "by dimension value" requirement that set analysis cannot meet, but if someone can please elaborate, that would be great.

It would also be helpful to have a KB article explaining general situations where IF statements or some other options are needed because set analysis cannot handle it. I know every case and data model is different, but I suspect there are some general governing principles one can apply. I only know case-specific examples.
