last record by date range

Hi,

Please help me!!!!!!.... I want to get the last record of city  by date range. Example:

I have this information:

vehicle model	city	DATE
AAA	A1	1/2/2017
AAA	A2	28/2/2017
AAA	A3	23/2/2019
BBB	B1	18/2/2017
BBB	B2	23/3/2018
BBB	B3	17/2/2019

and when I choose one date, for example 23/3/2018 (rate of dates less or equal to the current selection) the result should be:

DATE 23/3/2018

vehicle model	city
AAA	A2
BBB	B2

if i select this DATE 23/2/2019

vehicle model	city
AAA	A3
BBB	B3
