restrict the creation of a folder data connection on a specific folder location

Hello
I want to create a security rule to enable the creation of a folder data connection to any folder except for one folder path.
the folder that shouldn't have any data connection created is located at :
\\ma1\qliksense\store\qdf_fin

I created first a data connection as follows:

I create the security rold and put the following condition:
((resource.type="folder" and !resource.connectionstring like"\\ma1\qliksense\store\qdf_fin*"))

when I open the qvf and go to data load editor, I click on the Create Connection button on the right
but I get Access is Denied error message:
