with QLIK Sense Desktop, can I open the report HUB in a browser WITHOUT starting the desktop app?

I have the free version of QLIK Sense.  Can I open the report HUB in a browser WITHOUT starting the desktop app?

No you cannot.

When you start QlikSense desktop that is what starts the local web server that allows a web browser to open the Hub.
