Talend routes vs Talend TESB components

I know that Talend routes are used to implement talend APIs. Also TESB components can be used to develop APIs. Here are my questions.

  1. Talend routes can be used to develop both REST and SOAP API?
  2. Talend TESB components can be used to develop both REST and SOAP API?
  3. To develop an API, when should I use talend routes vs talend TESB components?
