Making tooltip the static one

If we hover over a data point in the geo map, tooltip should be shown. But once we take the curser off, it will be gone. 

I need the tooltip to be the static one(Should not gone off). Because, I need to add the URL in tooltip. The link should be clicked by the curser.

But If I move the curser from one data point, Its going off. 

I that to be opened . So that I can click the Link attached in the tooltip. Any extensions available for this requirement?

All popup behaves the same way in Sense, open at mouse over and stay for while. The popups can't have links. I recommend showing a table next to the map with links at selection instead.
