I've followed all the steps to add the talend-update.talend.com:443 to the proxy whitelist. I've signed into my exchange account. I've restarted TOS as administrator and I still cannot get an actual download and install button for any of the external jar files.
What's more is that the typical jar installation wizard that would typically run at start-up of TOS_DI doesn't even initiate. I'm trying to get my TOS_DI 7.0.1.20180411_1414 instance running on a new work computer. I've imported all of my relevant workspaces but when I try to modify any of them - I can't because none of the appropriate jar files have been installed. When I attempt to follow these steps - I cannot get the actual "Download and Install" button to show up - it's always greyed out or just gives me the icon to navigate my local file system.

I'm sorry.
I had to rollback to version 6.3 instead of trying to figure out why 7.0 doesn't work.
You can see in my screenshot above what my network connection settings are currently. I've white listed the talend-update.talend.com / port: 443 already as you can see in the screenshot.
I don't have SOCKS or HTTPS proxies configured.
I can't spend all this time trying to get this working when everything works fine in prior versions. I'm just going to continue to use 6.3 because 7.0 does not appear to function in the same manner as 6.x.
It's too bad that Talend has this issue but I can't spend a lot of time troubleshooting.

We will try our best to solve this issue on v 7.0.1.
From your screenshot, you are not working behind a network proxy, actually. It's not necessary to whitelist the talend-update.talend.com / port: 443. It will be used for users who are working behind a network proxy.

Tried the options above ... none of the components can work. keeps saying at least one external jar to be installed and cant find where to install them
This is wrost experience, I have spend whole day with troubleshooting and thinking the problem is with Proxy. But I am having the same result when I am at home network which is proxy free.
I have also found when I click the Download and Install button at home network (proxy free) then nothing happens, also their are no logs generated for that. I feel something is wrong with Talend update site.
Please cross check !!

That was exactly what happened to me and I fixed it by downloading, renaming and installing as I told before. Try it.

Installing external libraries into studio automatically is still not working now. So far, more work is required to have talend-update.talend.com working properly.
The last issue which remains is near to be addressed. A team of people from Talend worked actively on producing a solution to get rid of the situation. We’ll keep you posted.

@jcduarte i tried already your suggestion earlier before making my comment, i downloaded , renamed. Installing is where i am stuck .. is there a particular way of installing it in talend.

Use the icon (and not the one with the green arrow pointing down).
Thats the problem that icon is not in my version and i have followed the steps in the link the part where it says `in the Jar installation wizard' nothing happens it just closes.
The next option of the button in the upper right corner doesnt exist on my installation copy
