Environment:

QlikView 11.20
QlikView 12.00 and 12.10
QlikView 12.20 (November 2017) and newer

Section Access (if specific to document), or a resource shortage on the host operating system running the QlikView Distribution Service.

Resolution:

Two possible scenarios:

1. The document may actually require username and password, if the failure can be traced to a specific document.  Verify if Section Access is configured, and if so, check if the reload task is configured correctly to allow for it.

The error may also happen if the data source, for example, SQL database requires username and password. Make sure QlikView service account can login the database.

2. The document does not actually require username and password, and the error is logged due to a resource allocation problem.  The QlikView QVB (reload engine) is unable to allocate enough RAM or CPU resources to process the opening request, and fails with a misleading error message.   Verify this by runnning a host operating system performance monitor to track memory and processor usage.
