Monitor in Hub option is not available for some users. Why would that be?

We noticed that some users could right click on a KPI and see Monitor in Hub menu item but others could not. One of those users who couldn't see Monitor in Hub option could see Monitor in Hub option on mobile app. The other user who can't see Monitor in Hub does not use the mobile app. It didn't matter whether the impacted users were on Mac-Chrome, Mac-Edge, Mac-Safari, Windows-Chrome, or Windows-Edge, Monitor in Hub does not show up.

Why would that be?

We found that the users who did not see Monitor in Hub has Embedded Analytics permissions set. Once we removed Embedded Analytics permission, the users were able to see Monitor in Hub when right clicking a KPI.
