I am unable to connect to hub or qmc.
I have restarted services - the error is continues.
I have restarted server - the error is continues.

In our server firewall is always turned off
in have received the response above command where in the foreign address is showing differently than qlik fro 443 port?
does that means it is used by other process?
Just compare the pid number next to it in cmd with the pid number in task manager to see what the application is thats using it currently
