Associating records by ranking dates

Hello All,

I have table of recommendations and a table of services. One recommendation leads to one service. Unfortunately, until recently, they were never linked to each other. So what I need to do is associate them based on dates. In the png below the top table is recommendations and the bottom table is services. I am trying to rank the dates of appointments and recommendations so they line up. The added challenge is that patients don't just have one type of recommendation and service, and they can have multiple services without an associated recommendation. So basically, the ranking has to be for one type, so in this instance 'bone scan'.

My main goal is to know the time between a recommendation and the service it engenders.
