Bar Chart - Multiple Measure Color Expression

Hello. Thanks in advance for helping!

I have zero dimensions and 9 measures in my bar chart. See below. The data for each measure is in a separate column on an Excel spreadsheet. I am charting the average of the data in each column and displaying them in the bar chart for comparison.

I want to change the color of any one bar in the chart where the average exceeds 16.99. If it does not, then default to another color.

I have not been able to figure this one out or find an instance in the community posts that match this issue.

Any help is appreciated!
