I am unable to find "Case chatter" for the subjected case. Please help to troubleshoot.

Are you still having problem accessing the case chatter? The best option would be to open a ticket with the Qlik Customer support team so that they can look into your account and make sure that it has all of the correct permission within the customer / partner portal.
