Enable Action Clear Selection in Field is Clearing all my data instead of Data I Selected

I have enabled actions where I add title into another table.  However, I have also added a feature where I remove Titles. The intention is to remove only data points that I select. Currently when I enable actions and choose "Clear Selections in Field" it is removing all data in the second table. How can I get an only the fields I select to be removed instead of everything?

The action "Clear Selections in field" is to clear all selections" from the field.  It won't be the specific value.  So this works as per the design.
